Temagami Stewardship Council Meeting

Two highlights of the February 23, 2004 meeting of the Temagami Stewardship Council meeting were; discussion of the completion for the proposal to the Ministry of Natural Resources re the Streamlining of Ontario’s Fishing Regulations and discussion of the management of the pickerel fishery for Lake Temagami.

In his report of the action items from the January meeting, Chairman, Gaye Smith informed the Council that the invoice from Nipissing University to complete the DNA testing for the Lake Trout Genetics Study has been received and paid in full. A letter was sent to the Municipality of Temagami requesting that they consider asking the MOE’s approval branch to add sewage from winter ice fishing bungalows to the waste streams allowed to be deposited in landfills. Also a project to collect the heads of lake trout and use the otholith bone to age the fish has been implemented with the lodges and volunteers on Lake Temagami collecting heads.

Correspondence since the last meeting included: a letter sent to the Municipality of West Nipissing asking if they wish to continue their representation on the Board of the Stewardship, a letter received from David Plumstead of the Nipissing Stewardship stating that he is moving to new employment in North Bay, an email from the Ontario Stewardship Council complementing the Stewardship on the redesigned web page plus a request to use the page as a marketing tool.

In his financial statement, Treasurer, Wayne Adair reported the hiring of accountant Ross Latter, C.A. of New Liskeard to maintain the Stewardship’s books. Applications to funders such as the Ontario Trillium Fund require complex financial statements that entail greater financial expertise that most ordinary persons possess.

A report on the stocking of pickerel fry and fingerlings in Lake Temagami in 2003 was delivered by Lance White and Claude Landry. Chairman , Gaye Smith explained that the Stewardship is hoping (depending on the availability of funding) to conduct a study on Lake Temagami this summer to identify, locate, map and assess the condition of all the lake trout and pickerel spawning areas on Lake Temagami. In the pickerel spawning season the Stewardship is endeavouring to have volunteers observe the spawning areas to determine which shoals and river/stream mouths have spawning activity as well as the quantity of the run. Hopefully the scientific data gathered will provide information as to how and where we can maximize our efforts to rehabilitate the pickerel population in Lake Temagami.

There was a lengthy discussion on the details of the Stewardship’s proposal for the lake trout tool kit to the revised Ontario Fishing Regulations. A motion was passed that the Stewardship’s position would be a season of January 15 to March 15 plus from the 3rd. Saturday in May to September 31 and a possession limit of 2 lake trout with only 1 over 24 inches (60cm.). The directors also decided to retain the status quo as it relates to regulations for the whitefish, northern pike and bass.

May 31, 2004 was set as the date for the Water Quality Workshop and appreciation Dinner. Bev Clark, of the Ministry of the Environment at Dorset, will be attending to provide a workshop to the samplers involved in the Stewardship’s water quality testing network. The workshop will be followed by a meal as a means of thanking the volunteers for dedicating their time, and effort in completing the water quality sampling in 2003.

As the representative of the Municipality of Temagami, Mayor, Wayne Adair, responded to the letter from the Temagami Stewardship Council regarding the request for the municipality to add the disposal of waste from ice fishing bungalows to the Certificates of Approval for the Briggs landfill. Wayne reported that Municipal Council has discussed the matter and considerable time has been invested in investigating this matter. A further report will be forthcoming at the March meeting.

Despite the fact that the Angler’s Journal website page was inactive for part of the summer the data collected far surpassed the collection of 2002. The paper entries have all been entered and the draw for prizes awarded to contributors will be held at the March meeting of the Stewardship. This year since both winter and summer creel cards are available that information will also be added to the Journal as a test to see if the program can handle that magnitude of data.

The Stewardship is still working on a Trophy Fish Contest for the summer of 2004. More details will follow when final plans are in place. An initiative to provide volunteers who would observe the pickerel spawning areas on Lake Temagami in the Spring of 2004 was discussed. The Directors will be actively searching for volunteers to help with this project. If you are interested in helping please contact a member of the Stewardship Council.

The Board also decided to go ahead with the Pickerel Mortality Study suggested by area biologist Chuck McCrudden. The MNR will provide biologists, tents and a trap net. The Stewardship will provide anglers to fish for 2 nights near the end of March. The project should provide some definite scientific information on the mortality of pickerel that are brought up from depths. Contact John Moskwa if you are interested in fishing to further science.

In other business, it was pointed out that it may have appeared from the picture included with the Stewardship report, January edition of the Talker, that the Temagami Stewardship Council had made two presentations of $5,000.00 to the Temagami Fish Hatchery. I would like to clear up any confusion and state that the Temagami Stewardship Council is only responsible for the donation of one cheque for $5,000.00 to the Temagami Hatchery.
